Understanding Legislative Effectiveness
Historically, fewer than 5% of introduced bills become law in any given Congress. This isn't necessarily a sign of failure —
most bills are introduced to establish a public position, build co-sponsor support over multiple sessions, or serve as negotiating leverage.
A bill that dies in committee may later be folded into a larger bill that passes. Use the pass rate as one signal of effectiveness,
not the only one.
